Our client, a respected public agency in the San Francisco Bay Area, is seeking an experienced Contract Specialist to support its Procurement Office on a long-term contract basis. This position is responsible for administering government procurement contracts throughout the contract lifecycle, including preparing competitive solicitations, contract documents, reviewing procurement requests against agency policies, coordinating legal and stakeholder approvals, facilitating contract execution, and monitoring ongoing compliance, spending, reporting, and recordkeeping. The ideal candidate has demonstrated experience supporting procurement and contract administration within a government agency and understands the policies, approval structures, documentation requirements, and compliance standards applicable to public procurement.


Responsibilities

  • Administer the full lifecycle of government procurement contracts, including preparation, review, negotiation support, execution, amendments, renewals, compliance monitoring, and closeout.
  • Prepare and coordinate Requests for Proposals (RFPs), Requests for Qualifications (RFQs), Requests for Quotations (RFQs), solicitations, contracts, amendments, and related procurement documentation.
  • Review and analyze requests for goods and services, scopes of work, contract terms, and supporting documentation for compliance with current agency procurement policies and procedures.
  • Coordinate contract review, negotiation, approval, and execution with legal counsel, vendors, internal stakeholders, and authorized signatories.
  • Facilitate contract signatures, distribute executed agreements, and maintain complete procurement records and contract files.
  • Monitor contract spending, expenditures, deliverables, reporting requirements, renewal dates, amendments, and other key milestones throughout the contract term.
  • Interpret contract terms, procurement policies, and agency procedures for internal stakeholders.
  • Support vendor management and contract compliance activities, including insurance, labor, documentation, and performance requirements.
  • Assist with internal and external audits, inspections, compliance reviews, and quality assurance initiatives.
  • Conduct procurement research, analyze contract and program data, prepare reports, and recommend process or policy improvements.
  • Prepare correspondence, staff reports, fiscal status reports, cost analyses, and other materials for management, governing boards, committees, and external agencies.
  • Coordinate meetings, workshops, and trainings related to procurement procedures, contract requirements, and agency policies.
  • Perform additional procurement, contract administration, and program support duties as assigned.
  • Bachelor's degree or an equivalent combination of education and relevant professional experience.
  • At least 2–4 years of experience supporting procurement and contract administration within a government agency.
  • Direct knowledge of governmental, state, or other applicable public procurement policies and procedures.
  • Hands-on experience preparing and administering RFPs, RFQs, solicitations, contracts, amendments, and related procurement documents.
  • Experience reviewing procurement requests, scopes of work, contract terms, and supporting documentation for compliance with agency requirements.
  • Experience coordinating contract review, negotiation, approval, execution, and ongoing administration with legal counsel, vendors, and internal stakeholders.
  • Experience monitoring contract spending, records, reporting requirements, deliverables, and compliance obligations.
  • Knowledge of common legal, contractual, and public procurement terminology.
  • Experience supporting audits, regulatory inquiries, governing board processes, or public agency reporting is preferred.
  • Professional procurement certification such as NIGP-CPP, CPPO, or CPPB is preferred.
  • Strong written communication, research, analytical, and organizational skills.

Technical Skills

  • Microsoft Office Suite, including advanced Microsoft Excel (PivotTables and VLOOKUPs)
  • Contract lifecycle management (CLM), procurement, or eProcurement systems
  • OpenGov or a comparable government procurement platform preferred

Additional Information

  • Schedule: Hybrid work schedule with onsite training, followed by approximately 2–3 days per week onsite.
  • Work Hours: 9/80 schedule consisting of nine-hour workdays with every other Friday off.
  • Duration: Approximately six months, with potential for extension based on business needs.
  • Location: San Francisco, CA.
