Essential Functions
- Prepare and submit monthly reports to the governing board detailing all grant drawdowns.
- Prepare and submit quarterly reports identifying grant reporting requirements, deadlines, and compliance status.
- Oversee and ensure the administration of accounting functions for all governmental departments, enterprises, utilities, public safety operations, and affiliated entities.
- Develop and administer the annual operating budget for all departments, enterprises, and programs.
- Supervise, direct, and evaluate finance department staff.
- Oversee all accounting functions, including revenue collection, taxes, fees, billing, and customer accounts.
- Reassign finance personnel as necessary to address operational needs, emergencies, or workload demands.
- Monitor and manage organizational cash flow to ensure fiscal stability and adequate funding for operations.
- Ensure accounting practices comply with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) standards, and all applicable federal, state, and grant regulations.
- Administer financial policies, ordinances, and procedures related to taxes, licenses, permits, and fees.
- Maintain budgetary controls to ensure expenditures remain within approved budgets and available revenues.
- Receive, safeguard, deposit, and account for all organizational funds in federally insured financial institutions.
- Maintain accounting controls over inventory, materials, supplies, and fixed assets.
- Prepare and present financial plans, budget recommendations, and long-range financial forecasts to executive leadership and the governing board.
- Serve as the custodian of all financial and accounting records.
- Establish and maintain financial forms, internal controls, and procedures related to revenues, receipts, expenditures, purchasing, and accounting operations.
- Prepare and issue authorized payments, warrants, and financial registers in accordance with approved policies.
- Prepare monthly and annual financial reports, including financial statements, cash flow analyses, accounts receivable aging reports, grant financial reports, and other management reports.
- Coordinate and support annual financial audits and ensure timely completion of audit findings and corrective actions.
- Monitor grant budgets and expenditures to ensure compliance with funding requirements and reporting obligations.
- Conduct or oversee periodic internal audits of accounting functions for all departments, enterprises, and affiliated organizations. Prepare written reports summarizing audit findings, identifying risks, and recommending corrective actions to executive leadership and the governing board.
- Collaborate with organizational leadership to ensure that a complete inventory of equipment, capital assets, and personal property is maintained, reconciled, and updated regularly in accordance with Generally Accepted Accounting Principles (GAAP) and established organizational policies.
Knowledge, Skills, and Abilities
- Thorough knowledge of fund accounting principles and governmental accounting practices.
- Working knowledge of federal grant programs, procurement regulations, and financial compliance requirements.
- Proficiency in accounting software, financial management systems, Microsoft Office Suite, and other business applications.
- Ability to develop, implement, and maintain sound fiscal, procurement, and internal control policies and procedures.
- Strong leadership and supervisory skills, with the ability to coach, mentor, and develop staff while fostering accountability and teamwork.
- Excellent analytical, organizational, and problem-solving abilities.
- Strong verbal and written communication skills, with the ability to present financial information clearly to executive leadership, governing boards, auditors, and external agencies.
- Ability to interpret and apply applicable federal, state, local, and organizational policies, regulations, and accounting standards.
- Ability to manage multiple priorities, meet deadlines, and maintain a high level of accuracy and confidentiality.
