Health, Safety & Environmental (HSE) Manager / Owner's Representative – Utility-Scale Solar
Northern California
6-Month Contract (Strong Potential for Extension)
Our client, a leading owner and developer in the renewable energy sector, is seeking an experienced HSE Professional to support a large utility-scale solar construction project in Northern California. This position will serve as the Owner's Representative, partnering closely with EPC contractors to ensure the highest standards of health, safety, and environmental compliance throughout construction and commissioning.

Responsibilities
- Act as the Owner's Representative for all Health, Safety & Environmental activities on site.
- Monitor contractor compliance with company and regulatory HSE standards.
- Ensure safe execution of electrical work, including Lockout/Tagout (LOTO) procedures and electrical safety practices.
- Oversee trenching, excavation, crane operations, and other high-risk construction activities.
- Conduct routine site inspections, audits, and hazard assessments.
- Identify safety risks and drive corrective and preventative actions.
- Lead and participate in safety meetings, toolbox talks, and incident investigations.
- Maintain OSHA compliance documentation and project safety records.
- Track and report HSE performance metrics to project leadership.
- Serve as the primary HSE liaison between project leadership, EPC contractors, and subcontractors.
- Support overall project controls and workforce coordination as needed.
Required Qualifications
- 5+ years of Health, Safety & Environmental experience supporting utility-scale solar, renewable energy, or large infrastructure construction projects.
- Strong knowledge of electrical safety, LOTO, trenching/excavation, crane safety, and heavy construction activities.
- Experience working directly with EPC contractors or in an Owner's Representative capacity.
- OSHA 30 required; OSHA 500/510, CHST, or equivalent safety certification strongly preferred.
- Strong understanding of OSHA regulations and construction safety standards.
- Proficiency with Microsoft Office Suite.
- Ability and willingness to travel and work on active construction sites.
Preferred Experience
- Utility-scale solar or renewable energy construction projects.
- Strong contractor management and communication skills.
- Ability to make sound decisions in fast-paced field environments.
- Experience supporting large capital construction projects from construction through commissioning.
