Job Description

Manage internal sourcing and contracting procedures. Apply advanced sourcing methodologies to

\n

prepare, develop, and establish complex procurement strategies or complex contracts through vendor negotiations in consultation with Director of Procurement Services, project managers and departmental end-users. Provide guidance to end users and procurement colleagues on a number of sourcing and contractual issues

\n


\n

Recommend changes as needed to improve efficiency and effectiveness of sourcing methodologies.

\n


\n

Responsible for communicating such changes to Category Managers and end users.

\n


\n

Lead the overall university sourcing efforts for goods and services working closely with Category

\n

Managers and the Procurement Director Assist in the negotiation of contracts, agreements, and university-wide Master Agreements for campuswide use

\n


\n

Manage the coordination and production of procurement or contract compliance reports involving

\n

highlevel interactions with internal and external departments and vendors

\n


\n

Maintain the University’s standards for preferred suppliers, communicating and emphasizing those with which the University has a Master Agreement and / or arrangements beneficial to the University

\n


\n

Track and report on strategic sourcing outcomes, including savings, spend targets, contract compliance and supplier performance.

\n


\n

Manage and provide guidance on contract compliance with regards to federal, state and local government laws and regulations, as well as university policies.

\n


\n

Monitor, measure and audit contract performance while tracking spend against established contracts.

\n


\n

Monitor compliance with Federal, State and Local Government regulations, and University policies and procedures. Work with the Director to resolve any compliance or performance issue.

\n

Monitor contract expiration to ensure end-users have sufficient time to renew, renegotiate, extend or retire contracts. Assist with contract close out duties.

\n


\n

Authorize documents such as contracts bid results within the eProcurement system according to

\n

established limits and responsible for completing the bid closeout process.

\n


\n

Education/Experience

\n


\n

Bachelor's degree in Business or related field of study

\n


\n

5+ years in a procurement role managing supplier and/or supplier diversity programs

\n


\n

Knowledge of federal regulations [e.g. Uniform Guidance] and state procurement statutes and policies.

\n


\n

Superior customer services and communication skills

\n


\n

Effective use of quantitative and qualitative data, often disaggregated, to support decision-making

\n


\n

Ability to gather, analyze and report on data through Excel and other data tools
