Position Overview

We are seeking an experienced Project Manager to oversee heavy civil construction projects from preconstruction through project closeout.
-
The ideal candidate will have a strong background in underground utility and pipeline construction, estimating, budgeting, scheduling, client management, and field operations.
-
This role is responsible for managing all aspects of project delivery, including estimating, contract administration, cost control, scheduling, subcontractor management, and client relations.
-
The Project Manager will work closely with field teams to ensure projects are completed safely, on time, within budget, and to the highest quality standards.

Estimating & Preconstruction
-
Review plans, specifications, and bid documents.
-
Perform quantity takeoffs and cost estimates.
-
Solicit and evaluate subcontractor and supplier proposals.
-
Attend pre-bid meetings and site visits.
-
Develop detailed project budgets and pricing strategies.
-
Assist with bid preparation and bid-day activities.

Project Management
-
Manage projects from contract award through final completion and payment.
-
Develop and maintain project schedules.
-
Monitor project budgets, forecasts, and cost controls.
-
Lead project meetings and coordinate project activities.
-
Manage contract administration and project documentation.
-
Identify, price, negotiate, and process change orders.
-
Maintain strong client relationships and ensure customer satisfaction.
-
Coordinate with project superintendents, subcontractors, suppliers, and internal teams.

Ensure projects meet safety, quality, and performance objectives.

Leadership & Team Development
-
Mentor and support Project Engineers and field staff.
-
Promote collaboration between office and field teams.
-
Foster a culture of safety, accountability, and continuous improvement.
Required Qualifications
-
Bachelor's Degree in Construction Management, Civil Engineering, or related field.
-
Minimum 5 years of progressive experience in construction project management.

Experience with underground utility, pipeline, water, sewer, or heavy civil construction projects.

Strong estimating and cost-control experience.

Experience managing subcontractors and client relationships.
-
Proficiency with Microsoft Excel and Microsoft Word.

Excellent communication, organizational, and problem-solving skills.
-
Come from a heavy civil, underground utility, pipeline, water/wastewater, or public works construction background and possess both estimating and project management experience.
-
Comfortable managing projects from pursuit and bidding through final completion while maintaining strong relationships with clients, subcontractors, and field personnel.
-
Strong leadership and team management abilities.
-
Ability to manage multiple projects simultaneously.

Detail-oriented with strong analytical skills.

Self-motivated and capable of meeting deadlines in a fast-paced environment.

Excellent verbal and written communication skills.

Strong client-facing and relationship-building capabilities.
Preferred Qualifications

Experience with InEight (HardDollar) estimating software.
-
Experience with Primavera P3, SureTrak, or similar scheduling software.
-
Public works and municipal infrastructure project experience.
-
Knowledge of contract negotiation and change-order management.
