We are seeking an experienced Acquisition Specialist Supervisor to support a Department of Defense (DoD) biomedical research organization. This position plays a critical role in providing acquisition and post-award contract administration support while serving as the on-site supervisor for contractor personnel. The ideal candidate is an experienced acquisition professional with strong knowledge of federal contracting, contract administration, and leadership.
Key ResponsibilitiesContract Administration
- Review contract modifications for accuracy and identify discrepancies requiring Government attention.
- Prepare contract closeout packages by ensuring all contractual deliverables have been received, invoices have been approved and paid, and required closeout documentation is complete.
- Maintain organized electronic contract files in accordance with established organizational policies and records management procedures.
Invoice Review & Contracting Officer's Representative (COR) Support
- Conduct preliminary invoice reviews to verify contract deliverables, funding availability, and billing accuracy.
- Coordinate directly with contractors to resolve invoice discrepancies and obtain required corrections.
- Prepare and draft COR documentation, including Monthly Reports, Quarterly Surveillance Reports, and Contractor Performance Assessment Reports (CPARS), for Government review and approval.
- Ensure invoices, deliverables, and COR documentation are accurately maintained within official contract files.
- Coordinate invoice approvals and facilitate submission through Government payment systems.
Post-Award Acquisition Support
- Review Other Direct Cost (ODC) and contractor travel requests to ensure compliance with applicable regulations and contract funding.
- Verify supporting documentation and coordinate with requestors to resolve discrepancies.
- Perform periodic reviews of COR files to ensure compliance with organizational filing standards and contract administration requirements.
Contractor Supervision
- Provide daily onsite leadership and supervision of contractor personnel.
- Assign work priorities and monitor task completion.
- Manage employee schedules, certify timesheets, approve leave requests, and conduct performance evaluations.
- Address employee performance concerns and support overall contract performance.
Compliance & Training
- Ensure contractor personnel complete all required orientation, annual safety, and Department of Defense training requirements.
- Maintain documentation demonstrating compliance with Government training requirements.
Required Qualifications
- Minimum two (2) years of administrative or acquisition support experience within the Department of Defense (DoD), Federal Government, military, or medical research and development environment.
- Minimum one (1) year of supervisory or team lead experience.
- Experience supporting federal contract administration and post-award activities.
- Experience reviewing invoices, contract funding, and acquisition documentation.
- Strong organizational skills with exceptional attention to detail.
- Excellent written and verbal communication skills.
- Proficiency with Microsoft Office Suite.
- Ability to work onsite full-time.
Preferred Qualifications
- Experience supporting biomedical research organizations or federal laboratories.
- Knowledge of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
- Experience supporting Contracting Officer Representatives (CORs).
- Familiarity with CPARS and Government payment systems.
- Active DoD security clearance or the ability to obtain and maintain one.
