Diamond Technology is a Technical Services company. We have client who is a large local public organization with an opening for the following position: n experienced Network Program Manager / Consultant to lead planning, vendor coordination, risk management, and execution of a major airport network infrastructure modernization program — including a 400G backbone deployment supporting mission-critical operations. This is a highly technical program management role requiring hands-on experience with large-scale carrier-grade or enterprise backbone network transformations, not general IT project management.
This role requires candidates to have led at least one project involving one or more of the following. Applicants without this specific experience will not be considered:
- 400G network deployment or upgrades
- Backbone, optical transport, or core network modernization
- MPLS transport modernization
- Comparable large-scale network infrastructure transformation efforts
Minimum Qualifications
- 10+ years of technical program/project management experience leading large-scale, complex enterprise technology programs
- Direct experience overseeing high-capacity network infrastructure upgrades, data center expansion programs, or MPLS transport modernization in mission-critical environments
- Proven leadership of cross-functional teams (engineering, operations, architecture, vendor partners, executive stakeholders)
- Active PMP certification (Project Management Institute) required at time of application — must be verifiable
- Demonstrated experience with:
- Risk/issue management and mitigation strategy development
- Testing, validation, and readiness activities (lab validation, pilot deployments, field rollouts, operational acceptance)
- Vendor relationship, SLA, and contract deliverable management
- Design reviews, status reporting, and cross-functional stakeholder communication
- Available on-site a minimum of 4 business days per week for the duration of the engagement
- Must be eligible to obtain and maintain required security clearances, badges, and access credentials for a secure facility environment
What You'll Do
- Develop and maintain master project plans, WBS, schedules, and program roadmaps for a multi-phase network modernization program
- Coordinate design reviews and maintain requirements traceability across technical and business teams
- Oversee deployment sequencing, lab validation, field rollouts, and production readiness checks
- Maintain risk, issue, and dependency registers with mitigation and escalation paths
- Coordinate vendor delivery schedules and cross-team alignment
- Lead operational readiness reviews, including runbook/SOP updates and monitoring integration
- Support hardware lifecycle planning and end-of-service analysis
