Job DescriptionSalary:

Position Title: Chief Financial Officer

Department: Finance Department

Reports to: Executive Committee

Classification: Exempt

Position Status: Regular, Full Time


POSITION SUMMARY

Under the general direction of the Executive Committee, the CFO directs and oversees all of the financial activities of the Tribal community including preparation of current financial reports as well as summaries and forecasts for future business growth and general economic outlook. The CFO will have financial administrative authority over the tribes departments and entities.

The incumbent is expected to work in accordance with the mission, purpose, and values of the Colusa Indian Community Council.


ESSENTIAL DUTIES and RESPONSIBILITIES

Directs the preparation of all financial reports, including income statements, balance sheets, reports to Council members, tax returns and reports from government regulatory agencies;


  1. Ensures that effective internal controls are in place and ensures compliance with GAAP, GASB and applicable federal, state, local and tribal regulatory laws and rules for the Tribal Government financial and audit reporting;
  2. Oversees budget preparation and audit functions. Meets regularly with department heads to keep informed and to offer direction;
  3. Reviews reports to analyze projections of sales and profit against actual figures, budgeted expenses against final totals and suggests methods of improving the planning process as appropriate;
  4. Analyzes company operations to pinpoint opportunities and areas that need to be reorganized, downsized or eliminated;
  5. Confers with Executive Committee and department and enterprise leaders to coordinate and prioritize planning;
  6. Studies long-range economic trends and projects company prospects for future growth opportunities for acquisitions or expansion;
  7. Estimates capital, land, buildings and necessary increases in the work force;
  8. Responsible to lead the annual external financial audits;
  9. Supervises investment of funds; works with banks and/or investment bankers to raise additional capital as required for expansion;
  10. Sits as staff to the Board of the Economic Development Corporation;
  11. Maintains high confidentiality standards at all times. Is required to sign a confidentiality statement upon acceptance of employment;
  12. May perform other duties commensurate with the functions and level of the position.


MINIMUM QUALIFICATIONS

Experience:

  • Eight (8) years of progressive experience in comparable position. Four (4) years of comparable experience with a Native American government entity.

Education:

  • Bachelors Degree from an accredited College or University in Accounting, Finance, or Business.

Licenses: A valid California State Drivers license.

  • Ability to obtain/renew all government required licenses or certification.


Preferred Qualifications:

  • CPA and/or MBA


SUPERVISORAL DUTIES: The CFO oversees the Tribal Controller and Grants Administrator


ADDITIONAL KNOWLEDGE, SKILLS, and ABILITIES

  • Experience with negotiating agreements with contracted providers to maximize financial outcome;
  • Experience with MIP Fund Accounting a plus;
  • Strong time management skills;
  • Knowledge of database and accounting computer application systems to supply the most accurate financial information;
  • Excellent analytical and organizational skills;
  • Microsoft Office proficiency;
  • Comfort in a complex organization that offers a portfolio of services across multiple jurisdictions;
  • Strong understanding of cost accounting;
  • Excellent communication skills, and a customer-service orientation;
  • Experience with government/public grants and grant spend-down processes;
  • Commitment to high-quality work in a fast-paced environment;
  • Strong interpersonal skills, operates with highest level of professionalism, mutual respect and integrity;
