ADMINISTRATIVE & FINANCE MANAGER


Part-Time • Non-Exempt • Approximately 20-30 Hours per Week • Flexible Hybrid Schedule $36-$42 20-30 HRS PER HOUR • DOQ HYBRID 10% PER WEEK

The West Stanislaus County Fire Protection District is seeking a highly organized, experienced professional to serve as its Administrative & Finance Manager. Under the general direction of the Fire Chief, this position coordinates the District's administrative, financial, accounting, human resources, benefits and records-management functions; serves as Clerk of the Board; and requires mandatory attendance at all regular and special Board meetings.


This is a key position supporting the Fire Chief, Board of Directors, Chief Officers and District personnel in a fast moving volunteer fire-service environment. The successful candidate must be comfortable working independently, protecting confidential information, managing competing deadlines and keeping critical District business moving.


WHAT YOU'LL DO

• Prepare correspondence, reports, policies, forms, notices, presentations and District records. • Serve as Clerk of the Board; coordinate Board agenda packets, staff reports, resolutions, financial reports and official meeting minutes; and attend all regular and special Board meetings. • Perform day-to-day bookkeeping, AP/AR, reconciliations, financial tracking and audit support. • Maintain payroll documentation, volunteer firefighter stipend records and confidential personnel files. • Support recruitment, onboarding, background/Live Scan documentation and training/certification records. • Prepare and track strike-team and emergency reimbursement documentation.


A STRONG CANDIDATE WILL

• Work independently with limited supervision and know when matters require Fire Chief direction. • Manage multiple projects, deadlines and interruptions while maintaining accuracy and professionalism. • Communicate clearly with Board members, volunteers, employees, vendors, auditors, attorneys, agencies and the public. • Be highly proficient with Microsoft Office and modern electronic records/document systems. • Bring strong bookkeeping, accounting, governmental administration or related professional experience. • Understand the importance of confidentiality, internal controls and audit-ready documentation.


QUALIFICATIONS

• BENEFITS • SELECTION PROCESS MINIMUM AND DESIRABLE QUALIFICATIONS • High school diploma or equivalent required. • Associate's or Bachelor's degree in accounting, finance, business administration, public administration, human resources or a related field is desirable. Directly related experience may substitute for higher education at District discretion. • Approximately three years of progressively responsible administrative, accounting, bookkeeping, & finance.


HIGHLY DESIRABLE EXPERIENCE

• California fire district, volunteer/combination fire department, special district, city, county or other public agency. • Cougar Mountain Accounting Software/comparable accounting software, and First Due RMS • Accounts payable/receivable, governmental budgeting, payroll, reconciliations and audit support. • Board agenda packets, meeting minutes, Brown Act procedures and public records. • Volunteer firefighter stipend programs and personnel administration. • Workers' compensation and public-agency benefits. • Cal OES/CFAA strike team and mutual-aid reimbursement. • Grant accounting, reimbursement and cost recovery.


TECHNOLOGY

Strong working knowledge of modern office technology is essential, including: • Microsoft Word, Excel and PowerPoint • Outlook, Teams, OneDrive, SharePoint and Forms • Adobe Acrobat and PDF tools • Accounting, payroll, banking and governmental reporting systems • Cloud storage, online purchasing, and videoconferencing, reports management systems


SCHEDULE

Part-Time position is normally scheduled for approximately 20-30 hours per week. Subject to Fire Chief approval and District operational needs, the employee may use a flexible hybrid schedule combining on-site and remote work. As Clerk of the Board, attendance at all regular and special Board meetings is mandatory.

COMPENSATION

Hourly range: $36.00-$42.00, depending on qualifications.

BENEFITS • 80 hours of paid vacation leave annually, subject to District policy and accrual/carryover rules. • 60 hours of paid Sick leave annually in accordance with District policy and applicable California requirements. • 10% employer-funded contribution to the Districts 401(a) plan, subject to plan/legal review. • Optional employee participation in a governmental 457(b) plan, if established and permitted. *Final compensation and benefits are subject to District approval, plan documents and applicable legal review

Following a conditional offer, the successful candidate must satisfactorily complete applicable job-related pre employment requirements. These may include employment, education and professional-qualification verification; a background investigation; criminal-history review and/or Live Scan fingerprinting as authorized by law; driving-record review when applicable; and a job-related medical evaluation and fitness-for-duty clearance.
