Job Title: Human Resources Business Partner
Location: Riverside, CA (On-site)
Schedule: Monday – Friday, 7:00 a.m. – 3:30 p.m.
Duration: Temporary assignment (6 months)
Reports To: Chief Executive Officer (CEO)
Pay: $30.00 - $34.00 hr.
Position Summary:
The Human Resources Business Partner (HRBP) will serve as a strategic and hands-on partner to the CEO and leadership team, providing HR guidance, compliance oversight, and employee support in a nonprofit environment. This role balances strategic HR partnership with day-to-day HR operations in a fully manual system. The ideal candidate brings strong California labor law expertise, sound judgment, and a people-first mindset. This position requires someone comfortable operating independently, proactively identifying HR risks and opportunities, and serving as a trusted advisor to leadership and staff.
Core Responsibilities
Strategic HR Partnership:
- Partner closely with the CEO to align HR practices with organizational goals
- Provide guidance on employee relations, performance management, and workforce planning
- Advise leadership on policy interpretation, risk mitigation, and HR best practices
- Support change management initiatives related to policy updates and compliance
Compliance, Policy & Risk Management:
- Monitor and interpret California labor law changes and assess organizational impact
- Ensure compliance with federal, state, and local employment regulations
- Review, update, and implement company policies and procedures
- Support workplace safety compliance and risk reduction efforts
Employee Relations & HR Operations:
- Serve as a trusted point of contact for staff regarding:

- Overtime and wage/hour questions
- Protected leaves (FMLA/CFRA, paid sick leave, etc.)
- Workplace concerns and policy clarification
- Oversee PTO tracking and approvals in a manual environment
- Manage onboarding and offboarding processes, including coordination of IT access
- Handle workers’ compensation cases in partnership with insurance carriers and adjusters
Talent & Benefits Support:
- Support recruitment efforts and hiring managers throughout the hiring process
- Assist with benefits administration and annual insurance renewals
- Provide employee education related to benefits and HR programs
Administrative Oversight & Reporting:
- Utilize Excel to track HR data, PTO, compliance documentation, and reporting
- Oversee office supply budgeting and related administrative needs
- Maintain accurate, confidential personnel records
Qualifications Required:
- 5+ years of progressive Human Resources experience, preferably in an HRBP role
- Strong working knowledge of California employment law
- Experience operating in a manual HR environment (no ATS/HRIS)
- Proven ability to partner with senior leadership
- Proficiency in Microsoft Excel
Education & Credentials:
- Bachelor’s degree in Human Resources, Business Administration, or a related discipline preferred
- Equivalent professional experience may substitute for formal education
- HR certification (PHR, SPHR, SHRM-CP/SCP) strongly preferred
- Demonstrated commitment to staying current on California labor law and regulatory changes
Preferred:
- Bilingual (English/Spanish)
- Experience in nonprofit or mission-driven organizations
