CommunityCX is a Public Benefit Corporation building technology that helps people get and keep the public benefits they rely on. We partner with state agencies, counties, and health plans to modernize SNAP, Medicaid, workforce, and elections programs through SMS/IVR outreach, AI-powered contact centers, case management, and compliance platforms. Our products (RespondCX, ConnextCX, RallyCX, EarnCX, and our Braided Compliance Platform) are live in states including Idaho, Alaska, Hawaii, and New Hampshire.

With new federal requirements, including Medicaid community engagement rules taking effect January 1, 2027, and expanded SNAP work requirements, states need partners who can move fast. We're a small, mission-driven team, and this role will have real impact from day one.

The Role

\n

You'll be the bridge between our government clients, our product team, and our engineers. You'll translate complex policy and program rules into clear requirements, map how programs actually operate on the ground, and make sure what we build works for caseworkers, agency staff, and the members they serve.

What You'll Do

\n

• Lead requirements gathering with state and county clients, including stakeholder interviews, workshops, and current-state/future-state process mapping

\n

• Translate federal and state policy (SNAP E&T, ABAWD, Medicaid CE, WIOA) into business rules, user stories, and acceptance criteria

\n

• Write functional specifications, workflows, and configuration documentation for our SMS, contact center, CRM, and compliance products

\n

• Partner with engineering and QA to clarify requirements, triage issues, and support user acceptance testing

\n

• Analyze program and operational data to track outcomes, identify gaps, and inform reporting for clients

\n

• Support proposals and RFP responses with solution narratives, requirements traceability, and compliance matrices

\n

• Help drive implementations: timelines, client check-ins, training materials, and go-live readiness

\n


\n

What You Bring

\n

• 3+ years as a business analyst, ideally in government technology, health and human services, or public-sector consulting

\n

• Working knowledge of at least one benefits program (SNAP, Medicaid, TANF, WIOA, or similar) and comfort reading regulations and policy guidance

\n

• Strong skills in process mapping, requirements writing, and user story development

\n

• Experience working in agile teams alongside distributed engineering teams

\n

• Comfort with data: Excel/Sheets at an advanced level; SQL a plus

\n

• Hands-on experience using AI tools (e.g., Claude, ChatGPT, Copilot) to speed up analysis, documentation, and requirements work, plus curiosity about how AI can improve benefits delivery

\n

• Clear, confident communication with agency leadership and frontline staff alike

\n

• Ability to handle ambiguity and juggle multiple clients in a fast-moving startup

\n

• Ability to travel up to 10% for client site visits, workshops, and go-lives

\n


\n

Nice to Have

\n

• Experience with CRM or case management platforms (SuiteCRM, Salesforce), contact center tools (Amazon Connect), or SMS/IVR platforms

\n

• Background in state eligibility systems, enrollment broker operations, or Medicaid managed care

\n

• Familiarity with security and compliance frameworks (SOC 2, HIPAA)

\n
