Location: Oakland, CA or Sacramento, CA
Work Arrangement: Hybrid – 3 days onsite / 2 days remote
Duration: 6 months
Compensation: $45 - $50/hr on W2
Position Overview
We are seeking a Senior Compliance Consultant with a strong background in electric utility operations, engineering, regulatory compliance, or electric assets. The ideal candidate will have experience working directly with utility operations and/or electric infrastructure and a solid understanding of NERC compliance, particularly Operations & Planning (O&P).
This role supports Electric Compliance through regulatory research, requirements management, policy implementation, process improvement, and cross-functional initiatives. The successful candidate will be comfortable working with Engineering, Operations, Regulatory Affairs, Legal, and other business teams to translate regulatory requirements into practical processes and actionable business requirements.
Key Responsibilities
- Support regulatory policy scanning, requirements management, and compliance initiatives within Electric Compliance.
- Research and analyze regulatory developments, industry standards, and emerging requirements affecting electric utility operations.
- Support NERC compliance activities, preferably within the Operations & Planning (O&P) standards area.
- Maintain compliance documentation, requirements inventories, procedures, guidance materials, and tracking tools.
- Partner with Engineering, Electric Operations, Regulatory Affairs, Legal, and other cross-functional teams to implement compliance requirements.
- Analyze existing processes and identify opportunities to improve compliance controls, procedures, metrics, and operational effectiveness.
- Translate regulatory and compliance requirements into clear business processes and operational requirements.
- Support requirements mapping, documentation updates, audits, investigations, and regulatory inquiries.
- Track compliance metrics, action items, validation activities, and remediation efforts.
- Prepare reports, dashboards, presentations, and other materials for leadership and regulatory stakeholders.
- Drive cross-functional issues from identification through resolution by coordinating stakeholders and maintaining clear communication.
- Analyze operational and compliance data to identify trends, risks, gaps, and improvement opportunities.
- Support benchmarking, risk assessments, and evaluations of operational efficiency as needed.
Required Qualifications
- Bachelor’s degree in Engineering, Electrical Engineering, Business, Public Policy, or a related field, or equivalent utility industry experience.
- 3–5+ years of relevant experience in electric utility operations, engineering, regulatory compliance, policy implementation, or a related field.
- Experience working directly within electric utility operations, electric assets, or utility engineering.
- Strong understanding of regulatory compliance processes, requirements management, and policy implementation.
- NERC experience strongly preferred, particularly NERC Operations & Planning (O&P) rather than primarily Critical Infrastructure Protection (CIP).
- Strong analytical, research, documentation, and problem-solving skills.
- Excellent written and verbal communication skills.
- Demonstrated ability to work across multiple business functions and influence stakeholders.
- Ability to manage multiple priorities and drive issues through resolution.
- Strong Microsoft Excel, Word, and PowerPoint skills.
Preferred Qualifications
- Electrical engineering background or coursework.
- Experience with electric transmission, distribution, generation, or other utility assets.
- Experience supporting NERC compliance programs and operational standards.
- Experience with utility regulatory requirements and policy implementation.
- Experience with process improvement, controls, metrics, risk assessments, or operational efficiency.
- Experience analyzing operational or compliance data.
- Experience working with Engineering, Operations, Regulatory Affairs, or Legal teams.

The ideal candidate is a utility engineer or compliance professional who understands how electric operations actually work and can connect regulatory requirements with real-world business and operational processes.
