Digital Consultants seeks a Program Analyst to support the administrative, operational, and organizational functions of the Government Blue List Program Office in San Diego, CA. The Program Analyst will facilitate efficient program operations and provide executive and administrative support to Government program leadership.
Duties to include:
- Support the administrative, operational, and organizational functions of the Government Blue List Program Office and facilitate efficient program operations. The Program Analyst shall not be responsible for Contractor personnel management or overall contract performance unless specifically delegated by the CPM.
- Provide executive and administrative support to the Government Blue List Program Manager and program leadership, including management of calendars, scheduling meetings, coordinating travel, preparing correspondence, and supporting daily program office operations.
- Coordinate program office communications and administrative workflows among Government personnel, Contractor personnel, and external stakeholders, as applicable, to facilitate effective information sharing and program execution.
- Coordinate and maintain program office calendars, meeting schedules, action item trackers, decision logs, travel trackers, suspense items, and other administrative records necessary to support Government program management.
- Coordinate Government travel activities, including preparation, tracking, and reporting of travel authorization requests and associated travel documentation, as applicable.
- Prepare executive correspondence, briefing materials, meeting agendas, meeting minutes, reports, presentations, and other documentation supporting Government leadership and program activities.
- Organize, maintain, and manage program documentation, electronic repositories, administrative records, and office workflows to ensure information is current, accurate, and readily accessible.
- Monitor recurring administrative requirements, suspense dates, and action items and provide timely status updates to Government leadership.
- Identify opportunities to improve administrative processes, office workflows, and organizational efficiency and provide recommendations to the Government.
Requirements:
- Demonstrated experience coordinating destination travel itineraries and maintaining a centralized, real-time travel tracker for program personnel.
- Advanced proficiency in managing executive calendars, prioritizing competing demands, coordinating high-level stakeholder meetings, and preparing professional meeting agendas, minutes, and briefing packages.
- High proficiency with Microsoft Office Suite, specifically Excel for tracking, Word for document formatting, and PowerPoint for leadership briefings, and collaborative platforms such as SharePoint and MS Teams.
- Exceptional interpersonal, communication, and organizational skills, with a proven ability to handle sensitive information with discretion and interface professionally with senior military and civilian leadership.
- Familiarity with federal travel regulations and experience assisting with the administrative preparation and processing of Travel Authorization Requests (TARs) or use of systems such as the Defense Travel System (DTS) preferred.
- Clearance: U.S. citizenship required. Personnel shall meet the Tier Three (T3) investigation equivalent (ADP/IT-II) requirement for access to CUI. A completed/current investigation or an investigation in progress is acceptable before commencing work. During onboarding, an individual with an initiated Tier 3 investigation may be granted interim authorization to work, barring unforeseen issues. This also applies to post-award replacement hires. Personnel must obtain a DoW-issued CAC for access to Government spaces and IT systems.
- Certifications: No specific professional certification identified in the PWS.
- Education: Bachelor's degree in Business Administration, Operations Management, Communications, or a related administrative/analytical field preferred; equivalent professional experience may be considered in lieu of a degree.
- Experience: Demonstrated experience in executive/administrative support, travel coordination and tracking, high-level stakeholder meeting coordination, and preparation of professional correspondence and briefing materials.
Preferred Qualifications:
- Bachelor's degree in Business Administration, Operations Management, Communications, or a related administrative/analytical field.
- Familiarity with federal travel regulations and experience with TARs or the Defense Travel System (DTS).
Physical Requirements: The candidate must be able to travel to other worksites as required and with or without reasonable accommodation, be able to sit, stand, use computers and monitors, and perform duties in an office environment for extended periods. The candidate must be able to lift up to 40 lbs. on occasion (e.g., moving a case of paper or similar task) that may occur occasionally.
