Position Overview

We are seeking an experienced Cost Manager / Contracts Administrator to support a major infrastructure client in the San Francisco Bay Area. This role will be responsible for the administration of subcontracts and trade packages, construction contract change management, cost control, claims support, and contract compliance across large-scale infrastructure construction projects.

The ideal candidate will bring extensive experience in construction contract administration, change management, claims analysis, and pre-construction cost estimating, with a strong understanding of complex infrastructure projects and CM/GC delivery methods.

Responsibilities:

• Manage construction contract change management and contract administration, particularly for CM/GC projects.

• Support the Resident Engineer in administering contract terms and conditions.

• Monitor and track changes, claims, and change requests through resolution and approval.

• Prepare and manage change orders, including cost estimates, records of negotiations, and contract files.

• Review applications for payment and contractor correspondence for contractual compliance.

• Review and respond to RFIs related to contractual requirements.

• Track notices, delays, differing site conditions, owner-directed changes, and other potential claims.

• Assist with claims analysis, negotiations, and time impact analyses.

• Administer subcontracts, amendments, purchase orders, task orders, and closeouts.

• Maintain contractual records, cost documentation, change logs, commitments, and forecasts.

• Assist with project closeout and ensure all contractual requirements are completed.

• Coordinate closely with the Project Manager, Resident Engineer, Project Engineer, Superintendent, Scheduler, Estimators, and Project Controls team.

Qualifications:

• 10+ years of experience in construction contract change management and contract administration for infrastructure projects.

• Minimum 8 years of pre-construction cost estimating experience.

• Experience on at least two completed and verifiable infrastructure projects valued at $25M+ within the last 15 years.

• Bachelor's Degree in Engineering, Construction Management, Business Administration, or a related discipline.

• Strong knowledge of construction contracts, change management, claims analysis, negotiations, change order cost estimating, and time impact analyses.

• 3+ years of recent experience using CM software systems.

• Excellent written and verbal communication skills.

• Ability to work full-time onsite in the Hetch Hetchy Region.

Required Certification - At Least One

Candidates must hold at least one of the following:

• Professional Quantity Surveyor (PQS)

• Certified Professional Estimator (CPE) - American Society of Professional Estimators

• Member of the Royal Institution of Chartered Surveyors (MRICS)

• Certified Estimating Professional (CEP) - AACE International
