📌 Position: Senior Project Manager – Enterprise Modernization Program

\n

📅 Duration: 12 months + four 1-year option periods

\n


\n

🏢 Onsite Requirement: Candidate must be available onsite in San Diego for key activities, including Steering Committee meetings, vendor workshops, UAT, cutover, and go-live.

\n

🕐 Schedule: Must be available during County business hours, Pacific Time. After-hours support may be required during cutover and stabilization.

\n

📌 Position Overview

\n

The Client is seeking an experienced Senior Project Manager to provide project management leadership for the Assessor Enterprise Modernization Program, with a primary focus on the Property Assessment System Replacement Project and related modernization initiatives.

\n

This is an owner-side project management role representing ARCC interests. The selected candidate will coordinate County leadership, business stakeholders, technical teams, vendors, consultants, and implementation partners.

\n

🔑 Key Responsibilities

\n

• Lead project management activities for the ARCC Assessor Enterprise Modernization Program.

\n

• Plan, coordinate, and oversee the Property Assessment System Replacement Project and related initiatives.

\n

• Develop and maintain the Integrated Master Schedule (IMS).

\n

• Coordinate multiple business, technical, infrastructure, vendor, consultant, and organizational workstreams.

\n

• Establish project governance, decision-making, escalation, accountability, and reporting processes.

\n

• Manage scope, schedules, budgets, risks, issues, assumptions, decisions, and dependencies.

\n

• Monitor vendor performance, deliverables, milestones, contractual commitments, and corrective actions.

\n

• Prepare executive-level reports, dashboards, briefings, and recommendations.

\n

• Coordinate requirements, system integration, data migration/conversion, testing, organizational readiness, training, cutover, go-live, and stabilization.

\n

• Support knowledge transfer, documentation, methodologies, tools, training, and institutional knowledge.

\n

✅ Mandatory Qualifications – Pass/Fail

\n

Candidates must meet ALL requirements below:

\n

    \n
  1. Minimum 10 years of progressively responsible professional project/program management experience, including at least 5 years working within a local government environment.
  2. \n

  3. Minimum 5 years leading large-scale, complex enterprise technology implementation or modernization projects involving a $10M+ budget.
  4. \n

  5. The $10M threshold may be met through one project or an integrated enterprise modernization program consisting of multiple related workstreams under unified governance and an Integrated Master Schedule.
  6. \n

  7. At least 3 enterprise system implementations led through implementation, deployment, go-live and/or post-production stabilization.
  8. \n

  9. Experience coordinating multiple concurrent workstreams involving business stakeholders, technical teams, vendors, consultants, and executive leadership.
  10. \n

  11. Experience managing project scope, schedules, budgets, risks, issues, decisions, dependencies, vendor performance, and executive reporting.
  12. \n

  13. Experience with major enterprise implementation activities including requirements management, system integration, data migration/conversion, testing, organizational readiness, training, cutover, go-live, and post-production stabilization.
  14. \n

  15. Experience managing projects in a public-sector government, highly regulated, or similarly complex organizational environment.
  16. \n

• Property Assessment experience

\n

• CAMA (Computer-Assisted Mass Appraisal) experience

\n

• Property Tax Administration experience

\n

• Land Records experience

\n

• Permitting experience

\n

• Experience with complex government enterprise systems

\n

• PMP, PgMP, Agile, Scrum, Prosci, or other relevant certifications/training

\n
