At Coulson Aviation, we operate, modify, and maintain a diverse fleet of specialized aircraft supporting aerial firefighting operations worldwide. Our fleet includes C-130 Hercules, Boeing 737 FIRELINERS™, Cessna Citation 550 and 560 aircraft, CH-47D Chinooks, and Sikorsky S-61 and S-76 helicopters. We operate across the United States, Canada, Australia, and Chile.

As our company continues to grow, we are looking for an experienced Export Compliance Officer to join our team in Thermal, California. This is a full-time, onsite position responsible for supporting Coulson’s U.S. customs and export-control program, identifying risks associated with international trade activity, and ensuring the compliant movement of aircraft, parts, equipment, technical data, and materials across international borders.

WHAT YOU’LL DO:

Serve as the Company’s designated Empowered Official in accordance with applicable eligibility and authorization requirements.
Monitor and manage relationships and accounts with U.S., Canadian, and international customs brokers.
Liaise with vendors and internal departments to ensure inbound and outbound shipments meet U.S. Customs and Border Protection requirements.
Prepare, review, and validate commercial and customs invoices to support timely and accurate customs clearance.
Coordinate with customs brokers during U.S. Customs and other regulatory audits.
Obtain and evaluate guidance regarding trade eligibility and restrictions, valuation, taxation, free-trade agreements, duty treatment, and Harmonized Tariff Schedule classifications.
Identify customer-owned materials and ensure they are accurately recorded on customs, commercial, and freight invoices.
Monitor import and export documentation to reduce the risk of shipment delays, regulatory audits, misclassification, and financial penalties.
Develop, document, update, and map customs and export-compliance processes supporting U.S. Customs and Border Protection, the FAA, and other applicable regulatory requirements.
Coordinate after-hours customs clearances with brokers when operationally required.
Identify opportunities to reduce customs, brokerage, duty, and freight costs while maintaining regulatory compliance.
Review customs, duty, brokerage, and freight invoices to validate charges before approval.
Analyze U.S. and international export-control regulations for their relevance and application to Coulson’s aviation operations.
Assess export-control requirements relating to aircraft, aircraft parts, equipment, software, technical data, and former military aircraft.
Monitor regulatory changes and communicate their operational impact to relevant departments.
Represent the Company as a subject-matter expert when communicating with the U.S. Departments of State and Commerce, the Bureau of Alcohol, Tobacco, Firearms and Explosives, and other government authorities.
Prepare and submit required import and export license applications.
Maintain import and export documentation in accordance with U.S. law, regulatory requirements, and company policies.
Determine and maintain current export-control classifications for products, parts, equipment, software, and technical data.
Develop and maintain compliance procedures, internal controls, records, and supporting documentation.
Provide responsive and professional service to internal departments, customers, vendors, brokers, and government representatives.
Identify compliance risks and recommend practical corrective and preventive actions.

WHAT YOU’LL BRING:

A bachelor’s degree in business, supply chain management, international trade, finance, or a related field.
A Certified Customs Specialist designation.
At least three years of experience in logistics, international trade, customs, or export compliance.
Eligibility to serve as an Empowered Official under applicable U.S. export-control requirements.
Strong knowledge of U.S. export-control laws and regulations, including the Export Administration Regulations and International Traffic in Arms Regulations.
Working knowledge of Canadian, European Union, and other international export-control requirements.
Experience interpreting and applying U.S. Customs and Border Protection requirements.
Demonstrated experience with import and export licensing, classification, documentation, and recordkeeping.
Experience working with customs brokers, government agencies, freight providers, vendors, and internal operational teams.
Experience using integrated ERP or business-management systems.
Intermediate to advanced proficiency with Microsoft Office and process-mapping applications.
