HR & Payroll Manager

Employment Type: Direct Hire | Full-Time
Location: Bakersfield, CA
Schedule: Approximately 40–50 hours per week
Compensation: $30.00–$38.00 per hour, depending on experience


About the Opportunity

Key Staffing is seeking an experienced HR & Payroll Manager for a well-established organization in Bakersfield, California. This direct-hire position is ideal for a dependable, hands-on professional who can take full ownership of payroll while supporting the company’s day-to-day Human Resources, employee administration, and office-management needs.


The ideal candidate will have strong California payroll knowledge, practical HR experience, accounting or financial knowledge, and the confidence to oversee employees and serve as a reliable resource for both staff and leadership.


Essential Duties and Responsibilities

  • Manage and process accurate, timely payroll for company employees.
  • Review employee timekeeping records, wages, deductions, overtime, reimbursements, and payroll adjustments.
  • Ensure payroll practices comply with California wage-and-hour regulations and applicable federal and state employment laws.
  • Maintain accurate payroll, personnel, and employment records.
  • Support employee onboarding, offboarding, benefits administration, and other employee-related processes.
  • Serve as a primary point of contact for employee payroll and general HR questions.
  • Assist with employee relations, performance management, corrective actions, and workplace concerns.
  • Maintain and update employee policies, procedures, and the company handbook.
  • Coordinate workers’ compensation claims, documentation, and communication.
  • Assist with accounting and financial functions related to payroll, reporting, reconciliations, and recordkeeping.
  • Oversee employees and support daily office operations as needed.
  • Partner with company leadership to ensure HR and administrative processes are handled efficiently and consistently.
  • Protect confidential employee, payroll, and company information.
  • Perform additional HR, payroll, accounting, and office-management duties as assigned.


Required Qualifications

  • At least 3–5 years of relevant payroll, Human Resources, or office-management experience.
  • Strong hands-on payroll processing experience.
  • Working knowledge of California payroll requirements, wage-and-hour regulations, and employment laws.
  • Experience supporting general HR functions and employee administration.
  • Accounting or financial knowledge, including payroll-related reporting and reconciliation.
  • Previous experience supervising, managing, or providing direction to employees.
  • Bilingual in English and Spanish.
  • Strong attention to detail and a high level of accuracy.
  • Excellent organizational, communication, and problem-solving skills.
  • Ability to manage multiple priorities in a fast-paced environment.
  • Ability to handle sensitive and confidential information professionally.
  • Proficiency with payroll systems, Microsoft Office, and general office technology.


Preferred Qualifications

  • Experience updating employee handbooks, policies, and procedures.
  • Experience coordinating workers’ compensation claims.
  • Familiarity with payroll taxes, deductions, garnishments, benefits, and compliance reporting.
  • Previous experience in a combined HR, payroll, accounting, or office-management role.
  • HR or payroll certification is a plus but not required.
